Overview
The Spanish National Statistics Institute (INE) has published the 2024 average annual salary, setting it at €29,540.26. As a result, the salary thresholds for Highly Qualified Professional (HQP) residence permits and EU Blue Cards have been updated in accordance with Order PJC/44/2026 of 27 January and Law 14/2013.
Who will be affected?
The updated salary thresholds apply to employers and foreign nationals applying for or renewing:
- National Highly Qualified Professional (HQP) residence permits
- EU Blue Cards under the general salary threshold
- EU Blue Cards qualifying under the reduced salary threshold where permitted under the regulations
Background
On 28 May 2026, the Spanish National Statistics Institute (INE) published the updated 2024 average annual salary.
This figure is used as the reference for determining the minimum salary thresholds required for Highly Qualified Professional residence permits and EU Blue Cards under Order PJC/44/2026 of 27 January and Law 14/2013.
Impact
The updated salary thresholds are:
